Like the Blue Devils before them, the Horned Masks dressed up in robes and cowls and took over a small town. In the Masks. case, it’s a very small town up in the Ozarks and they go about things less like a gang and more like an offshoot of the Klan with all sorts of nonsense ceremony to what amounts to extortion on a grand scale. Unlucky for them that Zoro the Mystery Man happens to pass through town, leading to their dissolution.

A costumed gang that managed to take over a small town under the direction of head devil Lucifer. Not the most distinguished costumed gang ever but you gotta give them credit for trying. And not only do they have devil horns on their hood but there’s a skull-and-crossbones on both the hood and the chest! Sartorially speaking, they’re years ahead!
Anyway, most of them get drowned by Bulletman.

The Wizard is the kind of guy you get in comics who develops a robot army and a few different types of rays, destructive and otherwise, and immediately turns around and takes over (what I assume to be) his home town. I do appreciate that he looks like someone who has been sitting in a basement or a cave soldering robot faces for twenty years, but it’s no excuse for incivility.
